Mission Statement

The TEPS Center, one of the important centers that compose the Language Education Institute (LEI) at Seoul National University, is committed to the development of and research in English language assessment. The TEPS Center has developed a variety of English proficiency tests, such as TEPS, i-TEPS, TEPS-Speaking & Writing, and SNULT English, and has conducted research in those tests over the past 50 years, through which it has accumulated the country’s best professional expertise in the field of English language assessment. Currently, the TEPS Center is in charge of item writing, test set development, scoring, and research of those English tests, whereas test registration and administration are operated by the TEPS Council, which is affiliated with the Seoul National University Foundation.

The TEPS Center strives to maintain the highest quality in test operation as well as in the research and development of new tests. The center operates its own quality-control procedures that are based on both domestic and international standards and principles in educational/psychological measurement and language assessment.


The center’s missions and values underlying such procedures are as follows:

- The TEPS Center develops and operates language proficiency tests, paying heed to their public nature and social responsibility.

- The TEPS Center seeks the excellence of its English tests encompassing validity, accuracy, and reliability.

- The TEPS Center pursues the fairness of assessment to ensure that test takers are not unfairly treated or suffer a disadvantage due to their gender, nationality, major, or cultural background.

- The TEPS Center proactively conducts research to improve the quality of operational tests and to develop new language testing systems.


The TEPS Center will wholeheartedly perform these missions to make a valuable contribution to Korea’s foreign language assessment and education and will also strive to become an internationally-acknowledged English language assessment institute.
